Ptoject Title: "Alaverdi Necropolis Epigraphs" Research Director of the Project: Doctor of Archaeology, Giorgi Lagiashvili Interdisciplinary Research: History, Archaeology, Philology project Goals: Photo, graphical and wirtten fixation of the gravestones and epitaphs located on the adjacent territory of Alaverdi Cathedral and within the interior of the cathedral, their historical-philological description/analysis and catalogue preparation. (Principal Investigator – Doctor of Philological Sciences, Professor Ketevan Gigashvili) The aim of the project is to publish IV and V volumes concluded in volume series of the academic edition of Georgian writers’ epistolary legacy. The whole edition will contain Georgian writers’ epistolary works of XIX-XX centuries. The Georgian society will receive the academic edition of epistolary legacy of Georgian writers, which will be enclosed by the complete scientific – informational apparatus: comments, contents, passports, notes as well as dictionary and linguistic investigation. The aim of the presented project is academic (authentic, complete and equipped with the proper scientific apparatus) edition of the vaudevilles created by the Georgian writers or altered ones. Vaudeville is free from the classical frame of the play or the rhyme and shows more poetic freedom. We often meet in it the materials or the opinions which could not be (or could be less) included in serious genre. Accordingly, it gives us lots of interesting information about social, political, economical or cultural situation of Georgia of XIX-XX centuries. By using them we will get information about the taste, life style, style of clothes, the language or other interesting details of our ancestors. Studying the vaudevilles will make obvious lots of important facts about historical figure and event. They will reflect the epoch perceived by the writer and real portraits of the peculiar persons of that epoch. The Development of a Curriculum and Establishment of a Regional Training Platform for Haematology in Life Sciences and Medicine (DECERPH).(Project №544282-TEMPUS-1-2013-1-UK-TEMPUS-JPCR) 2. “Developing Research Skills in Pupils for the Purpose of Producing Eco-Products with Natural Resources through the Microbiological and Biochemical Research” - the winner project of LEPL Shota Rustaveli National Science Foundation State Grants Contest 2017 -"Science Starts from School - Research Collaborated by School Students" (scr/18/9/17).
The goal of the project “Developing research skills in pupils for the purpose of producing eco-products with natural resources through the microbiological and biochemical research” is to conduct relevant biochemical, microbiological and technological researches at TeSaU facilities; Promotion of production and use of eco-products in schoolchildren; Popularization of ecologically clean bread and cheese among teachers and pupils of Telavi public schools as well as different interest groups. The direct target group of the project is 12 pupils of VIII-XII grades of Telavi №1 Public School, the indirect target groups are teachers and pupils of public schools of Telavi municipality, farmers working in the target area and legal entities engaged in agribusiness. The project will start on September 25, 2017 and is expected to be completed on May 11, 2018. After the completion of the project, through biochemical, microbiological and technological studies pupils will build awareness of ecologically clean products; develop research skills such as information retrieval, hypothesizing, data sorting / processing skills; will be able to plan / implement research phases, conduct control test; The interest in natural subjects will increase and motivate student’s participation in scientific research; the activities of the existing clubs in the field of research will be stimulated; networking across schools will be achieved through the introduction and popularization of the results obtained. http://www.mes.gov.ge/content.php?id=1131&lang=geo Ensuring the Right for Education in Accredited Programs for the Foreign Citizens or The Georgian Citizens Living Abroad Without Passing Uniform National Entrance/General Graduate Examinations to the Higher Educational Institutions Accredited in Georgia With the purpose of facilitation of mobility of high-school graduates/graduate student candidates and students, the study at the higher educational institutions of Georgia without passing unified national examinations/general graduate examinations, in accordance with the rules and the terms defined by the Ministry of Education and Science of Georgia, is allowed to: 1. high-school graduates, citizens of foreign countries or without citizenship who received complete general education or its equivalent abroad; 2. high-school graduates, Georgian citizens who received complete general education abroad or its equivalent and the last two years of complete general education had studied abroad; 4. students who studied/are currently studying and have received credits abroad in higher educational institutions recognized by the legislation of the host countries; 5. graduate students who have enrolled at the higher educational institutions by Article 52 para 3 of the Law of Georgia “On Higher Education”. Only the persons mentioned in the first and second categories are eligible to take Georgian Language Preparatory Program, as well as bachelor degree students mentioned in the fourth category to pursue studies at bachelor, certified physician’s/dentist’s education program. The program is intended for the first year studies solely and institution awards certificate upon its completion. After completion of the program students pursue their studies at the programs of their choice at bachelor, certified physician’s/dentist’s education program. Order №224/N of the Minister of Education and Science of Georgia (December 29, 2011) approved “The Rule for submission and review of the documents required for high-school graduates/graduate students/students with the purpose of study in the higher education institutions of Georgia without passing uniform national entrance/general graduate examinations”. The persons listed above have the right to submit an application to the legal entity of public law – National Centre for Education Quality Enhancement of Georgia. The visitors met with the officials of the Faculty of Exact and Natural Sciences and Agrarian Sciences, as well as with the International Relations officers and set future cooperation plans. 9-11 ოქტომბერს, სტამბულში, ევროკავშირის მიერ დაფინანსებული „შავი ზღვისაუზის ოპერაციების ერთობლივი პროგრამა“ – შავი ზღვის აუზის ქვეყნების უნივერსიტეტებს შორის თანამშრომლობის ქსელის ფარგლებში გაიმართა საერთაშორისო კონფერენცია – „უნივერსიტეტებს შორის თანამშრომლობა შავი ზღვის რეგიონში: საერთო საგანმანათლებლო ღირებულებები“. მასში მონაწილეობა მიიღო რუმინეთის, მოლდოვას, თურქეთის და საქართველოს 60-ზე მეტმა უნივერსიტეტმა შავი ზღვის აუზის ქვეყნებიდან. მათ დიდი წვლილი მიუძღვით შავი ზღვის რეგიონის უნივერსიტეტებს შორის თანამშრომლობის განვითარებაში. საქართველოს მხრიდან მთავარ ბენეფიციარს წარმოადგენს შავი ზღვის საერთაშორისო უნივერსიტეტი, რომელმაც, თავის მხრივ, პროექტში ჩართო საქართველოს 12 უნივერსიტეტი. მათ შორის – იაკობ გოგებაშვილის სახელობის თელავის სახელმწიფო უნივერსიტეტი, რომლის წარმომადგენელიც არის ზუსტ და საბუნებსიმეტყველო მეცნიერებათა ფაკულტეტის დეკანი, პროფესორი თეა მჭედლური.

Read the assay and answer the questions below: Sophia Fowler Gallaudet was the deaf wife of Thomas Hopkins Gallaudet, who founded the first permanent public school for the deaf in Hartford, Connecticut. She did not allow her deafness to prevent her from leading a full life. She was educated, raised a family, ran a busy household, and helped to found Gallaudet College. Sophia Fowler was born deaf near Guilford, Connecticut, on March 20, 1798. At that time, there were no schools for the deaf in America. However, Sophia had a good mind. She used her intellect and learned many skills by watching the people around her. She learned to cook and sew, and became a modest, gay and charming young lady. Sophia was nineteen years old when her parents learned that a school for the deaf had been founded in Hartford, Connecticut. She entered the school in 1817 and stayed there until the spring of 1821. While she was there, the principal of the school, Thomas Hopkins Gallaudet fell in love with her and asked her to marry him. Sophia did not hesitate, and married him in 1821. As Mrs. Gallaudet, she continued to charm the people she met. She was eager to learn from every social situation. Through her contact with the many visitors to her home, she was actually able to continue her education. Thomas Hopkins Gallaudet died in 1851, leaving his wife to make a life without him. However, her eight children did not leave her without support. With the help of her grown children, she continued to keep house for those children that had not yet married. In 1857, Mrs. Gallaudet’s youngest son, Edward Miner Gallaudet, became principal of the Columbia Institution for the Deaf in Washington, D.C. He was only 20 years only at the time, but his ambition was to establish a college for the deaf. His mother shared his dream and work. She often met with members of Congress and other prominent men in order to gain support for her goals. Thro6ugh them, she helped to obtain funds to found and maintain Gallaudet College. Mrs. Gallaudet served as matron of the Columbia Institution for the Deaf (now Kendall Demonstration School and Gallaudet College) for nine years. This included two years as head of the department that taught many of the household skills that she had learned as a child, such as cooking and sewing. She retired only when her health began to fail. During her last years, Mrs. Gallaudet spent the winters in Washington, D.C., and the rest of the year traveling and visiting her children and grandchildren. She died on May 13, 1877. Gallaudet has preserved her memory by naming Fowler Hall, which was originally a women’s dormitory and is now part of the graduate school, in her honor. 2. Guide to the Guides A guidebook can make or break your holiday. The best will encourage, surprise and delight you, the worst can frustrate and annoy, leaving you lost and bored. The Blue Guides are among the best-known cultural guides. They take you through museums room by room. Their tiny print goes into huge detail to describe the background of monuments that other guides ignore. This is really dull stuff. Curl up in bed with a Blue Guide and deep sleep is guaranteed within two pages. On holiday, however – as you stand curious before a small chapel in a backstreet of Rome – it is the only place to find out everything? The new everyman guides cannot compete on detail, but they are a lot more fun. A riot of color springs from the photographs, illustration, maps and paintings accompanying the text. Visually they are amazing. In particular the Everyman city guides – such as Prague and Vienna – manage to catch the splendour of their subjects. Both these series are highly functional, but thy lack any real character. Not so the loving written, academic and very old-fashioned Companion Guides. A day in their company is rather like one spent with your (or at lest my) favoutrite, rather mischievous aunt. Seriousness is always mixed with unexpected and pleasant surprises. I particularly like the Cadogan serious, rapidly growing now to cover almost all of Europe . Each one is written by an individual, not a team, which produces generally agreeable personal touches. They will take you down a Parisian side-street to tell you all about a particularly horrible 17th-century murderer or to point out a favourite cake shop. They are all about local colour and most readers will not mind their rushing of museums and missing altogether of lesser monuments. Rough Guides offer the most successful practical coverage. Their recommendations can rarely be faulted and, as more books come out, their coverage of places of interest gets better. Rough Guides are written in a lively, jolly style about which traditionalists may complain. Prague Cathedral’s tomb of St John, described in the Blue Guide as having “unquestionably the finest furnishings of the time” and thought worthy of a full-page description, is described briefly in the Rough Guide as being a “work of excess”. I prefer them to their main competitor, the Lonely Planet series, which does not even notice the tomb of St John. The general guides mentioned so far are all arranged in a logical fashion that takes you clearly from place to place. The odd one out is the Time Out series. These guides are based on listings: restaurants one after another, shops, museums, nightclubs and so on. For the young, and the young are heart, they are invaluable. V. თელავის სახელმწიფო უნივერსიტეტმა აუცილებლად უნდა დაიცვას ავტონომიურობის პრინციპი. უნივერსიტეტის ავტონომიურობა უპირველეს ყოვლისა მოიაზრება, როგორც აკადემიური აზრის და სამეცნიერო-პედაგოგიური პროცესის, მატერიალურ-ფინანსური და ადმინისტრაციული სფეროების დამოუკიდებლობა ყოველგვარი პოლიტიკური ანგაჟირებისგან. ცხადია, ეს სრულებით არ ნიშნავს აბსოლიტურ ინერტულობას და ქვეყანაში მიმდინარე პოლიტიკური და საზოგადოებრივი პროცესებისგან უნივერსიტეტის გარიყვას. როგორც რეგიონის წამყვანმა სასწავლო ცენტრმა და ლიდერმა, თელავის უნივერსიტეტმა უნდა იკისროს მისია_იყოს სამაგალითო, თანამედროვეობასთან შეხამებული და კანონმორჩილი ინსტიტუცია, რომელსაც შეეძლება შემოიკრიბოს საზოგადოების საუკეთესო, სოციალურად აქტიური და კრეატიული ნაწილი სტუდენტების სახით და მისცეს მათ არა მარტო აკადემიური ცოდნა, არამედ მიანიჭოს და განავითაროს მათში მაღალი მოქალაქეობრივი და ზნეობრივი ცენზი. მიუხედავად იმისა, რომ თელავის სახელმწიფო უნივერსიტეტი უდაოდ ორიენტირებული უნდა იყოს საბაზრო მოთხოვნებზე, მან უნდა დააბალანსოს საკუთარი პოლიტიკა ისე, რომ არ შეიზღუდოს მისი ავტონომია. უნივერსიტეტი უნდა ემსახურებოდეს მარადიულ ღირებულებებს, რომლებიც ყოველთვის არ იქნება თანხვედრაში ბაზრის მოთხოვნებთან. უნივერსიტეტის გადაჭარბებულმა უტილიტარისტულმა ხედვამ საფრთხე არ უნდა შეუქმნას იქ მიმდინარე „არა მოდურ“, თუმცა ქვეყნისა და მეცნიერებისათვის უაღრესად საჭირო კვლევებს. აკადემიური დამოუკიდებლობა თელავის სახელმწიფო უნივერსიტეტს საშუალებას მისცემს:
ზოგადად, ფინანსური დანახარჯების გაწევისას, უნივერსიტეტი იხელმძღვანელებს ნაერთი ბიუჯეტის დემოკრატიულად განაწილების პრინციპით, თუმცა იტოვებს პრეროგატივას მრჩეველთა საბჭოსა და სტუდენტურ თვითმმართველობასთან კონსულტაციების საფუძველზე გამოკვეთოს პრიორიტეტული ან პრობლემური მიმართულებები და გაწიოს მიზნობრივი ხარჯები. სამეცნიერო კვლევების და სწავლების ხარისხი პირდაპირ განაპირობებს უნივერსიტეტის ქმედითუნარიანობას და მის იმიჯს. ამიტომ, ძირითადი აქცენტი გადატანილ უნდა იქნას ხარისხის უზრუნველყოფის სამსახურის გაძლიერებაზე და საჭიროების შემთხვევაში ამ სამსახურში მომუშავე პერსონალის პროფესიონალიზმის ამაღლებაზე. ჩვენს უნივერსიტეტში სამეცნიერო-პედაგოგიური პროცესის დახვეწასა და განვითარებას უნდა ემსახურებოდეს მასში შემავალი ყველა სტრუქტურული ერთეული. მათი მუშაობის ამოსავალი პრინციპები უნდა იყოს შემდეგი:
სტუდენტური და პედაგოგიური ძალები მხოლოდ მაშინ შეძლებენ თვითრეალიზაციას, როდესაც მთლიანად გაიზიარებენ საერთო ფასეულობებს, წახალისდებიან ინიციატივისკენ და აღიჭურვებიან ნდობით. თელავის სახელმწიფო უნივერსიტეტის სამომავლო განვითარებისათვის უპირველესად გასატარებელ ღონისძიებებს წარმოადგენს:
ვფიქრობ, ეფექტური იქნება სტუდენტთა მოსწრების რეიტინგული შეფასების სისტემა, რომელიც ხელს შეუწყობს სტუდენტთა აკადემიური მოსწრების ამაღლების, დამოუკიდებელ კვლევით მუშაობაში, სპორტულ და შემოქმედებით საქმიანობაში მათი ჩაბმის მოტივაციას. სტუდენტის რეიტინგი განისაზღვრება იმ ქულათა ალგებრული ჯამით, რასაც იგი დაიმსახურებს:
თუ პირველ სამ პუნქტში ქულები დაჯამდება დადებითი ნიშნით, მეოთხე პუნქტში ის დაჯამდება უარყოფითი ნიშნით. სტუდენტთა რეიტინგის გაანგარიშება მოხდება ყოველწლიურად, სასწავლო წლის დამთავრების შემდეგ და საბოლოოდ უნივერსიტეტის დამთავრების შემდეგ. უნდა გადაეხედოს ამჟამად მოქმედ შიდა საუნივერსიტეტო დებულებებს. პირველ რიგში უნდა დაისვას შეფასების სისტემის გადახედვის საკითხი. ვფიქრობ, პროფესორს უნდა მიეცეს საშუალება ინდივიდუალურად განსაზღვროს შუალედური შეფასებების რაოდენობა, სახეობა და თვითონ ასახოს იგი ქულებში. აღნიშნული დეკანატებს მძიმე ტვირთად რომ არ დააწვეს, აუცილებელია დაინერგოს „სტუდენტთა აკადემიური მოსწრების მონიტორინგის ელექტრონული სისტემა,“ რომელსაც პირველ ეტაპზე ექნება ელექტრონული უწყისის სახე. შემდეგ ეტაპზე აუცილებლად მიმაჩნია „არჩევანის გარემოს უზუნველყოფის სისტემის“ ტიპის პროგრამის შექმნა. აღნიშნული სისტემა მოგვცემს პროფესორისა და სტუდენტის ელექტრონული კომუნიკაციის_სასწავლო კურსების არჩევის, ელექტრონულ სასწავლო მასალებთან დაშვების, საკუთარი აკადემიური მოსწრების კონტროლის შესაძლებლობებს. უნივერსიტეტის ადმინისტრაციას მიეცემა სასწავლო კურსების მიმდინარეობის მონიტორინგის და სხვადასხვა სახის სტატისტიკის წარმოების საშუალება. გარდა ზემოთ ჩამოთვლილი ამოცანებისა, ჩემი რექტორად არჩევის შემთხვევაში, სიამოვნებით მივიღებ კოლეგების რჩევებს და საქმიან წინადადებებს. და ბოლოს, მინდა განვაცხადო, რომ უნივერსიტეტის წინსვლაზე საუბარი, ყველანაირი გეგმა და კონცფცია ცარიელ სიტყვებად დარჩება, თუ თითოეული ჩვენთაგანი საკუთარ თავში არ ვიპოვით სასიკეთო გაერთიანების ძალას და არ დავანახვებთ ყველას, რომ დღევანდელი უნივერსიტეტი მხოლოდ ერთი მიზნისთვის გაერთიანებული გუნდია. ჩვენი ძირითადი მიზანი უნდა იყოს ის, რომ პროფესორს ჰქონდეს მშვიდი გარემო წარმატებული სასწავლო და კვლევითი საქმიანობისათვის. წინაღმდეგ შემთხვევაში, უნივერსიტეტი ვერ შეასრულებს თავის ფუნქციებს და ვერ უპასუხებს თანამედროვე მოთხოვნებს. პატივისცემით, ირმა შიოშვილი სრული პროფესორი

წარმატებული უნივერსიტეტის შექმნა :
წარმატებული უნივერსიტეტის შესაქმნელად უპირველესად საჭიროა აკადემიისა და უნივერსიტეტის ანტიკური და ზოგადევროპული იდეის აღორძინება. ამ იდეის საფუძველზე უნდა ჩამოყალიბდეს კონკრეტული უნივერსიტეტის მისიის განაცხადი. თელავის უნივერსიტეტის მისია უნდა ეფუძნებოდეს აკადემიისა და უნივერსიტეტის ზოგად–უნივერსალურ იდეას და უნდა განისაზღვრებოდეს შემდეგი კონკრეტული რეალური ფაქტორებით: კახეთის მხარის ბუნებრივი პირობებით, კახეთის მხარის ისტორიულ-კულტურული გარემოებებით, კახეთის მხარის საგანმანათლებლო კულტურის ისტორიული საფუძვლებით, უნივერსიტეტის სამეცნიერო-კვლევითი ტრადიციებით, განათლებისა და მეცნიერების რეფორმის კონცეფციით, კახეთის რეგიონის 2013-17 წლების განვითარების სტრატეგიით, საქართველოს უმაღლესი განათლების ძირითადი მიზნებით , საქართველოს სახელმწიფოს პრიორიტეტებით, ბოლონიის პროცესის ძირითადი პრინციპებით. ამის შემდგომ წარმატებული თელავის უნივერსიტეტის შესაქმნელად საჭიროა უნივერსიტეტის სტრატეგიული მიმართულებები და სამოქმედო გეგმა წარმოგვიდგებოდეს უნივერსიტეტის აღნიშნული მისიის განხორციელების ყველაზე ოპტიმალურ და სწორ ინსტრუმენტთა და ნაბიჯთა ერთობლიობად.
უნივერსიტეტის იდეა :
უნივერსიტეტის იდეა მარადიული იდეაა ისტორიაში, რომელიც არ ძველდება, არ ხუნდება, იგი ნიშნავს სამყაროში იმ ”ადგილს” სადაც ადამიანები თავისუფლების გარემოში ერთობლივად ეძიებენ ჭეშმარიტებას და ადგენენ ერისა და კაცობრიობის ორიენტირებს, რითიც იგი წარმოგვიდგება სულიერი განათლების ცენტრად. ჰარვარდის უნივერსიტეტის რექტორის დრიუ გილპინ ფაუსტის სიტყვებში კარგად ამოიკითხება უნივერსიტეტის ეს იდეა – „უნივერსიტეტი დაკავებული უნდა იყოს იმით, რითიც არავინ არ არის დაკავებული. მან უნდა უპასუხოს კითხვებს: ვინ გვინდა ვიყოთ ჩვენ დღეს და ვინ გვინდა გავხდეთ ხვალ, როგორ ვიცხოვროთ და საითკენ ვიმედოვნებთ ჩვენ – ადამიანური ცივილიზაცია – სვლას.“
იაკობ გოგებაშვილის სახელობის თელავის სახელმწიფო უნივერსიტეტის შექმნას იგივე მიზეზები ედო საფუძვლად, რაც საფუძვლად ედო თავის დროზე წმინდა ნინოს სასწავლებლის ჩამოყალიბებას თელავში, ერეკლე მეორის ფილოსოფიურ სკოლას და უფრო შორეულ წარსულში იყალთოს აკადემიის დაფუძნებას. ქვეყნის ტერიტორიული, დემოგრაფიული და პოლიტიკურ-კულტურული ფაქტორები ყოველთვის მოითხოვდა იმას, რომ კახეთის რეგიონში ყოფილიყო საქართველოს მასშტაბით კულტურულ-საგანმანათლებლო, სამეცნიერო და სულიერი მძლავრი კერა, რომელიც კონკურენტი და საპირწონე იქნებოდა დასავლეთ საქართველოში (ქუთაისი) არსებული ასეთივე მძლავრი კერის. რომლის მიზნები იქნებოდა : 1) შეიტანოს ზოგადად განათლება კახეთის მოსახლეობაში. ( იმიტომ იყო სასწავლებლები, წმინდა ნინოს – ქრისტიანული განმანათლე- ბლის სახელობის და იაკობ გოგებაშვილის – საერო განმანათლებლის, სახელობის) 2) განავითაროს მეცნიერების ფუნდამენტური დარგები და რეგიონისათვის აქტუალური სპეციალობები. 3) იყოს სულიერების ცენტრი ქართული საზოგადოებისათვის. აღნიშნული მიზეზები და მიზნები დღესაც აქტუალურია.
თელავის სახელმწიფო უნივერსიტეტის მისია :
მიზნები:
1) გაატაროს ქვეყანაში განათლების და მეცნიერების სამინისტროს საგანმანათლებლო პოლიტიკა და უზრუნველყოს კახეთის რეგიონში საქართველოს მოქალაქეებისათვის უმაღლესი განათლების ხელმისაწვდომობა. ( სწავლების სამივე საფეხურზე) 2) ქართული სახელმწიფო, საზოგადოება ( უპირველესად კახეთის რეგიონი) მოამარაგოს კვალიფიციური, კონკურენტუნარიანი სპეციალისტებით. 3) იყოს წარმმართველი ქართული სახელმწიფოს, საზოგადოების სხვადასხვა სფეროში მიმდინარე პროცესების. 4) იყოს კახეთის რეგიონის, საზოგადოების მთავარ ორიენტირების დასახვაში წარმმართველი. 5) მიიღოს ქართული სახელმწიფოს, საზოგადოების მთავარი ორიენტირების დასახვაში მნიშვნელოვანი მონაწილეობა. 6) შეიტანოს მთლიანი კაცობრიობის და ეპოქის ორიენტირების დასახვაში თავისი წვლილი. 7) იყოს კავკასიის რეგიონის კულტურული, სამეცნიერო და ინოვაციურ-ტექნოლოგიური ცენტრი და ამით ხელი შეუწყოს კახეთის რეგიონის კულტურულ და სოციალურ-ეკონომიკურ წინსვლას. 8) მოახდინოს კახეთის რეგიონის ინტელექტუალური და სამეცნიერო-ტექნიკური ელიტის ფორმირება. 9) ხელი შეუწყოს კახეთის არაქართულენოვანი მოსახლეობის ქართულ საზოგადოებაში ინტეგრირებას და ამასთანავე ითამაშოს კახეთისა და ჰერეთის მოსახლეობის ( აგრეთვე საქართველოსა და ფერეიდანის) კულტურული ინტეგრაციის როლი. 10) იყოს ქართული დემოკრატიული სახელმწიფოს ურთიერთგამაძლიერებელი ”პარტნიორი” საერთო კეთილდღეობის დამკვიდრების საქმეში.
ამოცანები:
1) განახორციელოს სწავლებისა და კვლევის სრული აკადემიური თავისუფლება, ამისათვის ხელი შეუწყოს განათლების სფეროში სახელმწიფოს მიერ დაგეგმილი რეფორმების განხორციელებას 2) შექმნას სწავლებისათვის, მეცნიერებისათვის და ინოვაციური წარმოებისათვის კრეატიული და მოქნილი გარემო, სადაც მოხდება სტუდენტებისა და მეცნიერების პოტენციის სრული რეალიზება 3) სტუდენტს მისცეს ისეთი განათლება, რომელიც მოიცავს როგორც მაღალკვალიფიციურ აკადემიურ ცოდნას, ასევე პროფესიულ უნარ-ჩვევებს და მუშაობის პრაქტიკულ გამოცდილებას 4) განახორციელოს ევროპულ საგანმანათლებლო სივრცეში ინტეგრირება. საერთაშორისო სტანდარტების, ბოლონიის პროცესის მოთხოვნათა განხორციელება. 5) განახორციელოს სწავლების, კვლევის და წარმოების ერთიანობის პრინციპი. უნივერსიტეტთან შეიქმნას აგრალურ-ტურისტული მიმართულების ტექნოპარკი, რომლის მისია იქნება უნივერსიტეტი აქციოს კავკასიის აგრალური ტექნოლოგიებისა და ტურისტული სერვისების ინოვაციების ცენტრად და შექმნას ხელსაყრელი პირობები უნივერსიტეტში ფუნდამენტური მეცნიერებების განვითარებისათვის. 6) განახორციელოს საზოგადოებაში უწყვეტი განათლების პრინციპი. კახეთის შრომის ბაზრის შესწავლის და მოთხოვნადი პროფესიების გამოვლენის საფუძველზე დანერგოს ისინი სასწავლო პროცესში, შექმნას პროფესიური საგანმანათლებლო პროგრამები და მოთხოვნადი სპეციალობებისათვის შექმნას გადამზადების კურსები. 7) უნივერსიტეტის ტერიტორიაზე ჩამოაყალიბოს კამპუსური ტიპის დასახლება, სადაც შეიქმნება ჯანსაღი და ეკოლოგიური გარემო კვლევისა და სწავლისათვის, რომლის შედეგადაც უნივერსიტეტი ცნობილი უნდა გახდეს, როგორც სიჯანსაღისა და ინოვაციის ეროვნული მოდელი. 8) დანერგოს სწავლებისა და კვლევის ინოვაციები, რომელიც მოიცავს მულტიდისციპლინარულ მიდგომებს: ინტერდისციპლინარული ინსტიტუტები, კურსები, კვლევები, სემინარები. 9) დანერგოს ელექტრონული მეთოდები სასწავლო, სამეცნიერო პროცესებში და შეფასების სისტემებში: დისტანციური სწავლება, ლექციების დიგიტალიზაცია, ონლაინკონფერენციები და სემინარები… 10) სახელმწიფო-სამთავრობო, არასამთავრობო და კომერციული ორგანიზაციებისათვის მემორანდუმების ფარგლებში კონკურენტუნარიანი კადრების მიწოდება, ასევე მემორანდუმების ფარგლებში სამინისტროებისათვის, პარლამენტის დარგობრივი კომიტეტებისათვის და თვითმმართველობის ორგანოებისათვის კვალიფიციური სამეცნიერო რეკომენდაციების, საექსპერტო დასკვნების და კვლევების მიწოდება. 11) აქტიურად ითანამშრომლოს ადგილობრივ და უცხოურ სხვა უმაღლეს სასწავლებლებთან, სამეცნიერო ინსტიტუტებთან, ასოციაციებთან, სამეცნიერო და სახელოვნებო საზოგადოებებთან, კულტურულ ცენტრებთან.
ტექნოპარკის მისია:
1) ინოვაციების შემუშავება და დანერგვა აგრალურ და ტურისტულ მიმართულებებში 2) უნივერსიტეტის ფინანსური გაძლიერება, რომელიც ხელს შეუწყობს ფუნდამენტური დარგების დაფინანსების ზრდას 3) სტუდენტებისა და კურსდამთავრებულებისთვის სტაჟირება, დასაქმება და საკუთარ ბიზნესწამოწყებაში მხარდაჭერა. 4) პროფესორებისა და მეცნიერების დამატებითი ფინანსური სარგებელი, მათი საკონსულტაციო მომსახურებაში თუ ბიზნესში ჩართვით 5) ერთ სივრცეში მოქცევა სწავლების, კვლევის და წარმოება-მომსახურების, რომელიც თითოეულის განვითარებისათვის ქმნის სინერგეტიკულ ეფექტს
ტექნოპარკი არის ადგილი სადაც ახალი ტექნოლოგიები, რომლებიც იქმნება უნივერსიტეტებში და სამეცნიერო ინსტიტუტებში, გადიან კომერციულ რეალიზაციას, რომელიც ქმნის ახალგაზრდა სპეციალისტებისთვის სამუშაო ადგილებს. თელავის ტექნოპარკი გააერთიანებს თავად უნივერსიტეტს, უნივერსიტეტში არსებულ სამეცნიერო-კვლევით ინსტიტუტებს, ლაბორატორიებს, კომპანიებს და მცირე საწარმოებს, საკონსულტაციო ბიუროებს ,ბიზნეს-ინკუბატორს. მთლიანობაში თელავის ტექნოპარკი დაიყოფა სამ ზონად: I ბიზნეს-ცენტრის ზონა, რომელშიც შედის ტექნოპარკის ადმინისტრაცია, საკონსულტაციო მომსახურების კაბინეტები( ცნობილი მეცნიერების კონსულტაციები გარემოს დაცვით ორგანიზაციებს, სასურსათო მეურნეობებს, აგრალურ მეურნეობებს, საგანმანათლებლო ორგანიზაციებს, ბიზნეს-ორგანიზაციებს, ტურისტულ კომპანიებს, პოლიტიკურ და არასამთავრობო ორგანიზაციებს), კომპანიები და კურსები ( სამოდელო კომპანია, ტურისტული ბიურო, თარჯიმანთა ბიურო, ტურ-ოპერატორთა და გიდთა გადამზადების კურსი, მევენახე-ფერმერთა და მეღვინეთა სასწავლო კურსი, უცხო ენების და ქართული ენის შემსწავლელი კურსები, საბუღალტრო კურსი, სერვის + კურსები), და ბიზნეს ინკუპატორი ( სტუდენტებისა და კურსდამთავრებულებს სხვადასხვა ბიზნეს-იდეების განხორციელებაში მხარდაჭერას უკეთებს უნივერსიტეტი თავისი სამეცნიერო-საკონსულტაციო და ინფრასტრუქტურული რესურსით და აგრეთვე ალუმნი – კურსდამთავრებულების კლუბი). ამასთან დამატებული სტომატოლოგიური კლინიკა და სტამბა და გამომცემლობა. II რეკრეაციული ზონა, რომელშიც შედის სპორტულ-გამაჯანსაღებელი ცენტრი, ფიტნესკლუბი, სპორტული საწვრთნელი ჯგუფები, ფოლკლორის წრეები,საერთო საცხოვრებელი-სასტუმრო. III საწარმოო ზონა, რომელშიც შევა ღვინის და სპირტიანი სასმელების საწარმო, სოფლის მეურნეობის საწარმო, მარილის იოდიზირების საწარმო, ტექსტილის საწარმო. ( უნივერსიტეტის ქვედა ტერიტორიებზე)
ტექნოპარკების ორგანიზებას აკეთებს სახელმწიფო, ადგილობრივი თვითმმართველობა და კომერციული კომპანიები. ტექნოპარკი ფინანსდება საკუთარი საქმიანობით, ინვესტორებით და სპონსორებით, აგრეთვე რეგიონალური დაფინანსების მიზნობრივი პროგრამებით.

ღირებულებები, რომელმაც უნდა განსაზღვროს უნივერსიტეტის თანამშრომლებს შორის ურთიერთობის სასურველი სტრუქტურა: ჰუმანიზმი. სოციალური სამართლიანობა. აზრის გამოთქმის თავისუფლება. არადისკრიმინირებულობა. ტოლერანტულობა. თანამშრომლობა – ერთ გუნდად ჩამოყალიბების მორალურ-ფსიქოლოგიური გარემო. ურთიერთაღიარება – ვაღიარებთ ერთმანეთის სამეცნიერო, სასწავლო და სხვა მიღწევებს. ცვლილებებისადმი ღიაობა – მივესალმებით ყოველგვარ ცვლილებებს, რომელიც ხელშემწყობი იქნება განვითარებისათვის.
თელავის სახელმწიფო უნივერსიტეტის მისიის განხორციელების სტრატეგიული მიმართულებები:
სწავლებისა და კვლევის ხარისხის ამაღლება.
თელავის უნივერსიტეტმა რომ წინამდებარე მისია განახორციელოს, ამისათვის აუცილებელია სწავლებისა და კვლევის ხარისხის მნიშვნელოვანი და სწრაფი ამაღლება მოხდეს. ამისათვის კი უნივერსიტეტში უნდა განხორციელდეს შემდეგი სამი რამ: შემოვიღოთ სწავლებისა და კვლევის ხარისხის გაზომვის ზუსტი ინდიკატორები, ჩამოვაყალიბოთ სწავლებისა და კვლევის ხარისხის განვითარებისთვის ხელსაყრელი ინსტიტუციონალური გარემო და გავაჩინოთ სამეცნიერო განვითარებისათვის ძლიერი მოტივაცია.
უმთავრესი მექანიზმი უნივერსიტეტის სწავლების და კვლევის ხარისხის და საგარეო ურთიერთობების დონის ამაღლებაში არის აკადემიური თავისუფლება და მისი ინსტიტუციონალური საფუძველი – ტენუარის ანსტიტუტი. ჩვენ ვეთანხმედბით გია დვალის კონცეფციას ტენუარის შემოღების თაობაზე. ტენუირება წარმოადგენს სისტემაში სათანადო დონის და სტანდარტის დამკვიდრების ყველაზე ეფექტურ კომპონენტს.

საგარეო ურთიერთობების ხარისხის ამაღლება.
იმისათვის რომ თელავის სახელმწიფო უნივერსიტეტმა აღნიშნული მისიის განხორციელება შეძლოს, სწავლებისა და კვლევის ხარისხის ამაღლებას თან უნდა ახლდეს საგარეო ურთიერთობათა ხარისხის ამაღლება, რათა უნივერსიტეტმა შეძლოს გაზრდილი სასწავლო–სამეცნიერო ხარისხის საფუძველზე როგორც ქვეყნის შიგნით, ასევე საერთაშორისო არენაზე სათანადო ადგილის დაკავება და საკუთარი პოტენციალის სრულად დახარჯვა საქართველოს სახელმწიფოს საკეთილდღეოდ. საგარეო ურთიერთობათა ხარისხის ასამაღლებლად უნდა გატარდეს შემდეგი მიმართულებები:
ტურიზმის სპეციალობამ – კახეთის ყველა ტურისტული კომპანია, სოფლის მეურნეობის სპეციალობამ – ყველა სოფლის მეურნეობის საწარმო, საჯარო მმართველობის სპეც. – სამხარეო ადმინისტრაცია, რაიონების გამგეობები ბიზნეს ადმინისტრირების სპეც. – ბანკები, ფინანსური ორგანიზაციები ჟურნალისტიკის სპეც. – მედია–კომპანიები, გამომცემლობები პედაგოგიკის სპეც. – სკოლები, კოლეჯები კლიმატოლოგიის და ეკოლოგიის სპეც. – გარემოსდაცვითი ყველა ორგანიზაცია, ბუნებრივი კატასტროფების მართვისა და პრევენციის ყველა ორგანიზაცია.
შიდა მოწყობის სისტემის ხარისხის ამაღლება.
თელავის უნივერსიტეტის სტრუქტურული ორგანიზება შემდეგ პრინციპებს უნდა ახორციელებდეს: სამსახურთა რანჟირება და ოპტიმიზაცია. რანჟირება ადგენს ადმინისტრაციული ერთეულებიდან რომელია სტრატეგიული მნიშვნელობის უნივერსიტეტის მისიიდან გამომდინარე და რომელი არა. ხოლო ოპტომიზაცია მოითხოვს ის ამოცანები, რაც მისიიდან გამომდინარე უნდა შეასრულოს უნივერსიტეტმა, შეასრულოს შეძლებისდაგვარად მინიმალური რესურსებით და მინიმალური დანახარჯებით და მაქსიმალურად მოქნილი და მარტივი სისტემით.
უნივერსიტეტის სტრუქტურული დანაყოფების კონფიგურაცია გამომდინარეობს უნივერსიტეტის მისიიდან. სტრუქტურა თანხმობადობაშია მისიასთან და გვევლინება მისიის განხორციელების ოპტიმალურ ინსტრუმენტად.
უნივერსიტეტის მისიიდან გამომდინარე დგინდება სამსახურები, რომლებსაც ყველაზე დიდი წვლილი შეაქვთ ამ მისიის განხორციელებაში და წარმოადგენენ ყველაზე მსხვილ და სტრატეგიულ ერთეულებს, რომელთაც ვუწოდებთ დეპარტამენტებს:
1) საგარეო ურთიერთობების განვითარების დეპარტამენტი. 2) სამეცნიერო კვლევების განვითარების დეპარტამენტი. (შეიცავს აკადემიური განვითარებისა და უწყვეტი განათლების ცენტრს, უცხო ენების ცენტრს და გამომცემლობას) 3) სასწავლო ხარისხის განვითარების დეპარტამენტი. ( შეიცავს სოციოლოგიური კვლევის ჯგუფს და საგამოცდო ცენტრს)
ასევე მისიის განხორციელებაში სტრატეგიული როლი უჭირავს ტექნოპარკს. მისიის განხორციელებისათვის საჭიროა შემდგომი სამსახურები, რომლებიც უზრუნველყოფენ უნივერსიტეტის გამართულ ფუნქციონირებას:
4) სტუდენტურ საქმეთა, დასაქმების და კურსდამთავრებულთა სამსახური. (შეიცავს კულტურისა და სპორტის განყოფილებას) 5) ინფორმაციული ტექნოლოგიებისა და კომუნიკაციების სამსახური. (პიარსამსახური, აიტი, ბაზების და ვებგვერდის ადმინისტრატორი, გაზეთი) 6) ფინანსური და მატერიალური რესურსების მართვის სამსახური. (საფინანსო და მატერიალური რესურსების განყოფილება) 7) საქმისწარმოების, საკადრო და იურიდიულ საკითხთა სამსახური.( იურიდიული განყოფილება, კანცელარია) 8) შიდა აუდიტის სამსახური.

უნივერსიტეტს აქვს ხუთი ფაკულტეტი -
ჰუმანიტარულ მეცნიერებათა ფაკულტეტი ზუსტ და საბუნებისმეტყველო მეცნიერებათა ფაკულტეტი სოციალურ მეცნიერებათა, ბიზნესისა და სამართლის ფაკულტეტი განათლების ფაკულტეტი აგრარულ მეცნიერებათა ფაკულტეტი
თითიეულ ფაკულტეტზე იარსებებს კათედრები და დარგობრივი კომიტეტები. არსებობს 6 სამეცნიერო-კვლევითი ინტერდისციპლინარული ინსტიტუტის იდეა, რომელიც შესაძლებელია განხორციელდეს ფაკულტეტებზე:
1) ვაზისა და ღვინის კულტურის ინსტიტუტი. ( აგრალური) 2) ტურიზმის ფენომენის კვლევის ინსტიტუტი. (სოციალური) 3) გარემოსა და სიცოცხლის შემსწავლელი ინსტიტუტი. (ზუსტი და საბუნებისმეტყველო) 4) დროისა და სივრცის კვლევის ინსტიტუტი. (სოციალური) 5) ანთროპოლოგიური კვლევების ინსტიტუტი. (ჰუმანიტარული) 6) გეოპოლიტიკური მოდელირების ინსტიტუტი. (სოციალური)
მართვის სისტემის ხარისხის ამაღლება:
თელავის უნივერსიტეტის მმართველობის სისტემა ისეთი უნდა იყოს რომ გამოირიცხოს ავტორიტარული და ვოლუნტარისტული გადაწყვეტილების შესაძლებლობა როგორც უნივერსიტეტის ადმინისტრაციისაგან, ასევე ფაკულტეტის ადმინისტრაციისაგან.
უნივერსიტეტის მართვის სისტემა სამ პრინციპს დაეყრდნობა: ყველა პროცესის სრული ტრანსპარენტულობა, დეცენტრალიზაცია, კონკურენტუნარიანობა.
სამართლიანობის აღდგენა: თავის უფლებებში უნდა იქნეს აღდგენილი ის აკადემიური და დამხმარე პერსონალი, რომლებიც უსამართლოდ დაითხოვეს უნივერსიტეტიდან ან დაზარალდა უნივერსიტეტში მიმდინარე ბოლო წლების სხვადასხვა უსამართლო პროცესებისაგან.
უნივერსიტეტში მიმდინარე ყველა სფეროს პროცესი იქნება სრულიად გამჭვირვალე და ხელმისაწვდომი ელექტრონული საშუალებებით: სამეცნიერო–სალექციო, საკონკურსო, საფინანსო–საბიუჯეტო, ადმინისტრაციული გადაწყვეტილებების, განცხადებების და საჩივრების, ადიმისტრაციული თუ ეთიკური დარღვევების.
დეცენტრალიზაცია– კათედრების მნიშვნელობის წინ წამოწევა. კათედრის როლი უნივერსიტეტის პაროცესებში უნდა გახდეს მნიშვნელოვანი. მართვის ყველა ქვედა რგოლისთვის რეალური ქმედითუნარიანობის მინიჭება. მართვის ზედა რგოლებმა მართვის ქვედა რგოლების ინიციატიურობა მუდმივად უნდა წაახალისოს.
ყოველ ფაკულტეტზე იარსებებს 3 ტიპის კომისია: სასწავლო პროგრამების, სამეცნიერო კვლევების და საფინანსო და საბიუჯეტო კომისია. ისინი შეასრულებენ ფაკულტეტებზე დაგეგმვის, გადაწყვეტილების მიღების და მონიტორინგის ფუნქციას და ანგარიშვალდებულნი იქნებიან როგორც ფაკულტეტის, ასევე ცენტრალური ადმინისტრაციის დონეზე. დეკანი და მისი ოფისი იქნება აღმასრულებელი კოლექტიური გადაწყვეტილების და მაქსიმალურად შემცირდება ავტორიტარული და ვოლუნტარისტული გადაწყვეტილების რისკი.
მართვაში თანამედროვე საინფორმაციო ტექნოლოგიების დანერგვა.
ნებისმიერი ადმინისტრაციული ერთეულის მართვა უნდა ხდებოდეს შემდეგი სისტემით: სამოქმედო გეგმის ჩამოყალიბება არსებულ რესურსებზე დაყრდნობით; გეგმის დროში გაწერა; ადამიანებისათვის როლების განაწილება და პასუხისმგებლობების დაკისრება; ურთიერთკოორდინაციის ფორმების დადგენა; მოლოდინების ჩამოწერა; ხელმძღვანელის მხრიდან გადაწყვეტილების გახმოვანება _ ორგანიზაციის ყველა წევრის ინფორმირება და მათთვის გადაწყვეტილების ყოველ მომენტთან დაკავშირებით ახსნა-განმარტების ჩატარება; და ბოლოს “წამზომის ჩართვა. დროის გარკვეული ეტაპის გასვლის შემდგომ ( ან გეგმით გათვალისწინებული დროის ამოწურვის შემდგომ), როდესაც გარკვეულ შედეგებზე გავედით, მიღებული შედეგების შედარება არსებულ მოლოდინებთან და მათი ანალიზი: რას მოველოდით, რა მივიღეთ და მიზეზების დადგენა. კონკრეტული ადამიანების პასუხისმგებლობის დაყენება: ის ადამიანი, რომელიც მუშაობის შეფერხების მიზეზი აღმოჩნდება მისთვის შენიშვნის და გაფრთხილების მიცემა, ხოლო ის ადამიანი, რომელიც გეგმას სრულად და მაღალი შედეგებით შეასრულებს, შესაძლებელი იქნება უფრო საპასუხისმგებლო თანამდებობის კანდიდატად განიხილონ.
ფსიქოლოგიური მართვის მექანიზმები შემდეგია:
ოპტიმიზმის დანერგვა ორგანიზაციაში: ლიდერის მხრიდან კონკრეტული გეგმების და მისი შესრულების ვადების დადგენა. ლიდერის მხრიდან ორგანიზაციის ძირითადი კონტიგენტისადმი ხშირი, მორალურად გამამხნევებელი მიმართვები გაერთიანებულ სხდომებზე. ეს მიმართვები გამიზნული უნდა იყოს იმისათვის რომ ორგანიზაციის წევრებს ლიდერმა ჩაუნერგოს ბრძოლის ენერგია მიზნის ნათელი ხედვა და გამარჯვების რწმენა.
ნდობის ფსიქოლოგიური კლიმატის დანერგვა: ეს მიიღწევა ორგანიზაციის მუშაობის გამჭვირვალობით. როცა ლიდერი მუდმივად ახდენს ორგანიზაციის წევრების ინფორმირებას ორგანიზაციაში მიმდინარე მოვლენების კუთხით. ორგანიზაციის შიგნით სადაო საკითხები გაირჩევა ღია სხდომებზე და არა კულუარულად.
გუნდური თამაშის ფსიქოლოგიის დანერგვა: საერთო-ორგანიზაციული შეკრებების ხშირი ჩატარება. ურთიერთკოორდინაციის ფორმების დადგენა. პრინციპის _ “ყველა ყველასათვის” რეალური განხორციელება, როდესაც ორგანიზაციის თითოეული წევრის პრობლემას გულთან ახლოს მიიტანს ლიდერი და ყველა სხვა წევრი და აღმოუჩენს რეალურ დახმარებას.
დადებითი მორალურ–ფსიქოლოგიური „კლიმატის“ ჩამოყალიბება უნივერსიტეტის კოლექტივში. ხელქვეითის კრიტიკის მოსმენის კულტურის დამკვიდრება. ჩვენი წარმომადგენლების მხარდაჭერა უნივერსიტეტის საგარეო სივრცეში: კონფერენციები, ვორქშოპები, მივლინებები, სადისკუსიო შეხვედრები, სამეცნიერო ფონდები
უნივერსიტეტის წინადადებები ბიზნესწრეებსა და ხელისუფლებას:
ქვეყანაში უნდა ჩამოყალიბდეს პრემიერ–მინისტრთან არსებული საინოვაციო საბჭო, რომელიც შედგება მინისტრებისაგან, ბიზნესმენებისაგან და აკადემიური წრის წარმომადგენლებისაგან. ეს საბჭო შეიმუშავებს ქვეყნის საინოვაციო პოლიტიკას და ამ პოლიტიკის ჩარჩოში საქართველოში ტექნოპარკების განვითარების პროგრამას. აპ პროგრამისა და რეგიონალური მიზნობრივი დაფინანსებების საფუძველზე უნდა დაიწყოს ტექნოპარკების ჩამოყალიბება ქვეყნის უნივერსიტეტებთან.
უნდა შეიქმნას უნივერსიტეტის მზრუნველთა საბჭო, რომელიც შედგება მდიდარი ადამიანებისაგან, მდიდარი ორგანიზაციებისაგან, რომლებიც ყოველწლიურად გაიღებენ თანხებს უნივერსიტეტის დასაფინანსებლად. თანხები აკუმულირდება უნივერსიტეტის განვითარების ფონდში.
უნივერსიტეტის დაკარგული ტერიტორიების დაბრუნების შესაძლებლობების გამონახვა. დარეჯან მაისურაძე ი. გოგებაშვილის სახელობის თელავის სახელმწიფო უნივერსიტეტის განვითარების კონცეფცია აკადემიური განვითარების კუთხით, ჩემი კონცეფცია ეფუძნება 2012-2013 წლებში შექმნილ საქართველოს განათლებისა და მეცნიერების განვითარების რეფორმის შემმუშავებელი კომისიის მიერ შექმნილ კონცეფციას, რომელიც გია დვალის ხელმძღვანელობით მომზადდა. შეიძლება ითქვას რომ ეს კონცეფცია უკვე მიღებულია. ამ კონცეფციაში მითითებულია, თუ როგორ უნდა მოხდეს მთელი ქართული საგანმანათლებლო სივრცის განვითარება. სამეცნიერო თვალსაზრისით, ეს არის ტენუარის სისტემა, რომელზეც უნდა გადაეწყოს და მოხდეს უნივერსიტეტის მოდერნიზაცია. ამისაკენ უნდა იყოს ორიენტირებული უნივერსიტეტის განვითარებაც. ამავე დროს მიმაჩნია, რომ უნდა შეიქმნას ცალკე განვითარების სამოქმედო გეგმა სტუდენტებისათვის და მის შექმნაში მონაწილეობა უნდა მიიღოს მთელმა უნივერსიტეტმა. პირველ რიგში უნდა შეიქმნას სამუშაო ჯგუფები, რომლებიც შეისწავლიან დღეისათვის არსებულ მდგომარეობას. უნივერსიტეტი უნდა იყოს ორიენტირებული ქართული აზროვნების განვითარებაზე. პირველი, რაც რექტორმა უნდა გააკეთოს, ვფიქრობ ესაა ფინანსების მოძიება. მაღალი ბიუჯეტის მქონე უნივერსიტეტებიც კიცდილობენ ნებისმიერი ფონდიდან მოიძიონ თანხები, რადგან ამის გარეშე შეუძლებელია გახდე რეიტინგული სასწავლებელი. ჩვენც მაქსიმალურად უნდა შევეცადოთ, რაც შეიძლება მეტი ფინანსები მოვიზიდოთ. ამაში უნდა ჩავრთოთ სახელმწიფოც და კერძო სტრუქტურებიც, რათა უნივერსიტეტმა შეძლოს მაღალი დონის კვლევა, სწავლისა და სასწავლო პროცესის განხორციელება. მეორე ძალიან მნიშვნელოვანი – ეს არის უნივერსიტეტის მართვა, რადგან მიმაჩნია, რომ მართვის სისტემა უნდა შეიცვალოს. დღეს შეფარდება უნივერსიტეტის პერსონალსა და პროფესორ-მასწავლებელთა შორის არ არის ადეკვატური. ისმის პრეტენზიები, რომ ადმინისტრაციული შტატები ხელოვნურადაა გაზრდილი, რომ ადმინისტრაციული პერსონალის ხელფასი მაღალია და პროფესორებისა მათთან შეფარდებით – დაბალი და ა.შ. ამას უნდა დახვეწა. თანაფარდობა ოპტიმალური უნდა იყოს და პროფესორს არ უნდა ჰქონდეს იმის განცდა, რომ მისი შრომა არ ფასდება. ასევე უნდა იყოს შესაბამისობა სტუდენტთა რაოდენობასა და პროფესორ-მასწავლებელთა რაოდენობას შორის. ასევე მნიშვნელოვნად მიმაჩნია საუნივერსიტეტო საცხოვრებლის პრობლემის გადაჭრაც. რადგანაც უნივერსიტეტი უკვე საჯარო სამართლის იურიდიული პირია, მთავრობამ და ხელისუფლებამ უნდა გაითვალისწინოს და უნივერსიტეტს დაფინანსება გაუზარდოს, რითაც გადავჭრით საცხოვრებლის პრობლემასაც. შინაარსობრივად უნივერსიტეტი ჯერ არ არის გარდაქმნილი სასწავლო დაწესებულებად ანუ რეალურ უნივერსიტეტად. უნივერსიტეტში ბევრი ცვლილებაა გასატარებელი. ამ მხრივ დიდია სახელმწიფოს პასუხისმგებლობაც. დღეს ლექტორი ატარებს ლექციას, მაგრამ რა ხდება რამდენი სტუდენტი ესწრება ლექციას? რა წიგნებით, რა სახელმძღვანელოებით, რა წყაროებით ვანათლებთ მათ? მართალიაგვაქვს კარგიბიბლიოთეკა, მაგრამ წიგნებს სჭირდება განახლება, რომლის გარეშეც ჩვენ თვისობრივად ვერ გავაუმჯობესებთ უნივერსიტეტის ხარისხს. დღეს უნივერსიტეტი ძალიან შორს დგას იმ ღირებულებებისაგან, რაც წლების წინ იყო. ვიცი, რა ბიუროკრატიული ბარიერების წინაშე დგანან სტუდენტები, როდესაც ელემენტარული ცნობის აღება ესაჭიროებათ. ჩვენს უნივერსიტეტში არის ,,ცისფერი მთების“ პრობლემა და მიმაჩნია რომ ეს უნდა მოგვარდეს. უნივერსიტეტის რექტორი უპირველეს ყოვლისა უნდა იყოს პროფესორებისა და სტუდენტების უფლებათა დამცველი. ჩემი რექტორობის შემთხვევაში არ ვაპირებ გადაწყვეტილებების ერთპიროვნულად მიღებას. ჩემთვის ძალიან მნიშვნელოვანი იქნება უნივერსიტეტის წარმომადგენლობითი ორგანოების და ფაკულტეტების როლის გაზრდა. მიმაჩნია რომ ფაკულტეტებს უნდა ჰქონდეთ ცალკე დამოუკიდებელი ბიუჯეტი. ჩემი რექტორად არჩევის შემთხვევაში გავაუმჯობესებ მატერიალურ-ტექნიკურ ბაზას, შევქმნი ახალ ლაბორატორიებს, გავარემონტებ კორპუსებს, გავზრდი პროფესურის ხელფასს, ხელს შევუწყობ სამეცნიერო კვლევებში აქტიურ მონაწილეობას, მივცემ სამეცნიერო მივლინებებს, მივცემ მათ პრემიებს ახალი პროგრამების შექმნისათვის და წლის საუკეთესო ნაშრომისათვის. აღვადგენ სახელობით სტიპენდიებს, გამჭვირვალეს გავხდი ყველა საჯარო ინფორმაციას, გადავსინჯავ ერთდროულად ორ საშტატო ხელშეკრულების საკითხს კანონის ფარგლებში, ვიზრუნებ სწავლებისა და კვლევის ხარისხზე, ვიზრუნებ ბიბლიოთეკის განვითარებაზე, ვუზრუნველყოფ საკონკურსო კომისიების სამართლიანობას. ვიზრუნებ უნივერსიტეტის ავტორიტეტის ამაღლებასა და საერთაშორისო სამეცნიერო წრეებში აქტიურ ჩართულობაზე. მინდა, რომ უნივერსიტეტში ხანგრძლივი პერიოდით დაისადგუროს ჭეშმარიტად მეცნიერულმა, კოლეგიალურმა, მშვიდმა აკადემიურმა, სწავლის სურვილით გაჯერებულმა გარემომ. რაც შეეხება ცვლილებებს, მას ეტაპობრივად განვახორციელებ, უნივერსიტეტის პრობლემიდან და ინტერესებიდან გამომდინარე. ბუნებით არ ვარ რევოლუციონერი, ვინაიდან ყოველ რევოლუციას ნგრევა ახასიათებს, კონსერვატორი ვარ, მაგრამ ეს ხელს არ მიშლის სიახლეებთან და ინოვაციებთან შეგუებაში, პირიქით, სულ ახლის ძიებაში ვარ, თუმცა არის გარკვეული ფასეულობები, რაც მარადიული და ხელშეუხებელია. დავით მახაშვილიდაბადების თარიღი: 1960. 02.06. ეროვნება: ქართველი მისამართი: 2200, ქალაქი თელავი, სულხანიშვილის ქ. 28 ტელეფონი: სამსახური. 8(250) 73751, სახლი 8(250) 71837, მობ. 8(99) 108450 E-mail: davitima@rambler.ru განათლება: 2005. 10. 09. _დღემდე განათლების მეცნიერებათა დეპარტამენტის ასოცირებული თანამდებობა უნივერსიტეტში: 2006. 1.09 -დღემდე უნივერსიტეტის რექტორის მოადგილე; თელავი 2013 მნიშვნელოვანი გამოწვევების წინაშე დგას დღეს უმაღლესი განათლების სისტემა. მოქმედების არეალი, რომელიც განათლების სამინისტროს 2013წლის 18 ივნისის დეკლარაციაშია მოყვანილი ისეთი პრინციპებითაა განსაზღვრული, როგორებიცაა: უნივერსიტეტების ავტონომიურობის უზრუნველყოფა, აკადემიური თავისუფლება, უწყვეტი განათლების, სწავლისა და კვლევის ერთიანობა და უნივერსიტეტის ახლებური შიდა მოწყობა. აღნიშნული პრინციპების რეალიზებას სჭირდება საუნივერსიტეტო გუნდის ერთობლივად გაააზრებული და წინდახედული, რისკიანი და ამავე დროს ფრთხილი საგანმანათლებლო პოლიტიკის გატარება, სადაც უდიდესი პასუხისმგებლობა ეკისრება უნივერსიტეტის რექტორს. აღნიშნულ პასუხისმგებლობას ყოველთვის გრძნობდნენ წინამორბედი რექტორები და მათთან ერთად ის ადამიანები, რომლებიც მათ გვერდში იდგნენ და ერთობლივი საქმიანობით ქმნიდნენ საძირკველს, რომელზეც დღეს მყარად დგას იაკობ გოგებაშვილის სახელობის თელავის სახელმწიფო უნივერსიტეტი. დღეს, საგანმანათლებლო გლობალიზაციის პირობებში, სასწავლო და კვლევითი პროცესების თანმდევ კომპონენტად იქცა სტუდენტთა და ლექტორთა მობილობა, მათი სტატუსის, კრედიტებისა და პროფესიონალიზმის აღიარება საერთაშორისო საგანმანათლებლო სივრცეში. ამდენად, განსაკუთრებული დატვირთვა შეიძინა ცნებამ: კონკურენტუნარიანი. ეს კი ნიშნავს იმას, რომ უნივერსიტეტის მუშაობის მთავარი პრიორიტეტი და სტრატეგია კონკურენტუნარიანი კურსდამთავრებულების მომზადება და ლექტორ–მასწავლებელთა პროფესიონალიზმის მუდმივი ამაღლება უნდა იყოს. ამის მიღწევისათვის უნდა იმუშაოს საუნივერსიტეტო გუნდმა რექტორის ხელმძღვანელობით, ზემოთ ჩამოთვლილი ძირითადი პრინციპების კვალდაკვალ! შევეცდები, თანმიმდევრულად წარმოგიდგინოთ ჩემი მომავალი მუშაობის ის ძირითადი პრიორიტეტები, რომლებიც, ვფიქრობ, ხელს შეუწყობს ყოველივე აღნიშნულის განხორციელებას. უნივერსიტეტების მთავარი მოქმედი ,,გმირები“ სტუდენტები არიან, სასწავლო პროცესიც ბოლონიის მოთხოვნათა საფუძველზე მათზეა ორიენტირებული, ამიტომ ბუნებრივია, ჩემი მუშაობის მთავარი მიმართულება სტუდენტები, პროფესორები, სწავლება და კვლევა და სასწავლო გარემო იქნება. მიმაჩნია, რომ სტუდენტები უნდა იყვნენ თითოეული ჩვენთაგანის ზრუნვის საგანი. უნდა შეგვეძლოს სტუდენტთან საუბარი არა მხოლოდ აკადემიური მოსწრების ან სწავლის ქირის გადახდაზე, არამედ უნდა დავინტერესდეთ მათი ყოფით, უნდა შევძლოთ მათი პრობლემის მოსმენა, წავახალისოთ მათი ნებისმიერი დადებითი ქმედება, უნდა მიეცეთ მათ საშუალება – უფრო მეტად იყვნენ ჩართულნი საუნივერსიტეტო და საფაკულტეტო მართვაში. მათთვის ეფექტური სასწავლო გარემოს შექმნით, უნდა შევეცადოთ კურსდამთავრებულის ცოდნა მოთხოვნადი იყოს შრომის ბაზარზე და აკმაყოფილებდეს არსებულ სტანდარტებს. ამისათვის აუცილებელ გასატარებელ ღონისძიებებად ვთვლი: -შრომის ბაზრის მოთხოვნების შესწავლა– ანალიზსა და შესაბამისი პროგრამების მომზადებას აკრედიტაციისათვის, სადაც გათვალისწინებული იქნება სტუდენტთა მოსაზრებები ; -საქართველოსა და უცხოურ პარტნიორ უნივერსიტეტებთან ერთად ერთობლივი საგანმანათლებლო პროგრამების განხორციელებას. -სტუდენტებისა და ლექტორთათვის მობილობის ხელშეწყობას; -სასწავლო კურსებზე სტუდენტთა ელექტრონული დარეგისტრირება; -სწავლების, შეფასებისა და კვლევის უახლესი მეთოდების დანერგვას კურიკულუმებში; -თითოეულ ფაკულტეტზე სტუდენტთა აკადემიური მიღწევების წახალისების მიზნით დამატებითი სახელობითი სტიპენდიების შექმნას; -სტუდენტურ თვითმართველობასთან, ასევე, სხვა სტუდენტურ ჯგუფებთან და გაერთიანებებთან თანამშრობლობას; -სტუდენტური სპორტისა და ხელოვნების განვითარებას; -სტუდენტთა მეტ ჩართულობას საერთაშორისო პროექტებში, სამეცნიერო კვლევით საქმიანობაში. მათ მიერ შექმნლი ღირებული სამეცნიერო შრომების დაბეჭვდის უზრუნველყოფას. -მიკრო სტუდენტური პროექტების დაფინანსებას; -საერთაშორისო და რეგიონული საზაფხულო სკოლების შექმნას. ამასთან ერთად უნდა ვიზრუნოთ ამაღლდეს მოტივაცია და შევქმნათ ყველა პირობა რათა სტუდენტი დაუბრუნდეს აუდიტორიას.
ბუნებრივია, რომ სტუდენტთა აკადემიური, თუ კულტურულ–სპორტული წარმატებების მთავარი გამზიარებელი და მონაწილე პროფესორია. სწორე დამოკიდებულება: სტუდენტი– პროფესორი, არის სასწავლო პროცესის ეფექტურობის მთავარი განმსაზღვრელი ფაქტორი, ამიტომ ჩემი მუშაობის არანაკლები პრიორიტეტი იქნება პროფესორის დაფასება, მისი პროფესიონალიზმისა და მოტივაციის მუდმივი ამაღლება უნივერსიტეტისა და პროფესორის ურთიერთობის ორმხრივი ვალდებულების გათვალისწინებით. პროფესორის პროფესიონალიზმისა და მოტივაციის ამაღლებისათვის აუცილებელ ღონისძიებებად ვთვლი: -სამეცნიერო -სასწავლო და სამეცნიერო– კვლევითი გარემოს გაუმჯობესება; -ლექტორთა მობილობის პროცესების წახალისება, რაც გამოიხატება იმაში, რომ წელიწადში, ან სემესტრში, ამ ეტაპზე, ერთი ლექტორი უნივერსიტეტის ხარჯებით მივლინებულ იქნება ევროპის რომელიმე უნივერსიტეტში სტაჟირების, ან ენის კურსების გასავლელად; -საქართველოსა და უცხოურ უნივერსიტეტებთან ერთობლივ პროექტებში მონაწილეობის წახალისება; - მათი სამეცნიერო შრომების გამოქვეყნებისათვის ხელის შეწყობა; -პერმანენტული გადამზადება სწავლების თანამედროვე ტექნოლოგიებში; -სასწავლო ლიტერატურით უზრუნველყოფა; -მკვლევარებისათვის ფონდების მოძიებასა და პროექტების მომზადებაში საკონსულტაციო სამსახურის გაწევა; -რეგიონალური და საერთაშორისო ექსპედიციებში მონაწილეობის წახალისება(დაფინანსება); -შიდასაუნივერსიტეტო სამეცნიერო ფონდის მუშაობის დახვეწა; -ტექნოპარკის შექმნა; - ჩატარებული ლექციების ხარისხზე კონტროლი და ხარისხის გაუმჯობესებისათვის ერთობლივი ზრუნვა; - ახალგაზრდა მეცნიერთათვის ხელშეწყობა, მათი ჩართვა საერთაშორისო პროექტებში, სამეცნიერო მივლინებების დაფინანსება; -უფლებების პარალერურად, კანონმდებლობით დადგენილი, ხელშეკრულებით და ეთიკის კოდექსით დაკისრებული ვალდებულებებიდან გამომდინარე პასუხისმგებლობის ამაღლება. სტუდენტთა და ლექტორთა პროფესიონალიზმის ამაღლებას უნდა ემსახურებოდეს ე.წ. უწყვეტი განათლება, რომელიც უნდა მოიცავდეს: -ენების ცენტრის ეფექტურ ფუნქციონირებას; -პროფესიული პროგრამების დანერგვას; -სასერტიფიკაციო პროგრამების შემუშავება–დანერგვას; -კვალიფიკაციის ასამაღლებელი კურსების ორგანიზებას; -სტუდენტთა და ლექტორთა კარიერული განათლების ცენტრის დაფუძნებას, შესაბამისი ტრენინგ–მოდულებით. მინდა დავუბრუნდე და ხაზი გავუსვა სტუდენტთა და ლექტორთა ინტერნაციონალიზაციას, რომელიც უკვე ყველა საგანმანათლებლო პროგრამის აკრედიტაციისა და საქართველოს უნივერსიტეტებისათვის საერთაშორისო პროგრამა ERASMUS MUNDUS -ის პირდაპირი მოთხოვნაა, რაც გამოიხატება იმაში, რომ სტუდენტისა და ლექტორის ყოველ წასვლას გაცვლითი პროგრამით ევროპის რომელიმე უნივერსიტეტში თან უნდა სდევდეს უცხოელი ლექტორებისა და სტუდენტების ანალოგიური ვიზიტი თელავის სახელმწიფო უნივერსიტეტში. ამის განსახორციელების აუცილებელ ღონისძიებებად მიმაჩნია: -უცხოური ენის სწავლების ნებაყოფლობითი გაძლიერება; -უცხოელი პროფესორების მოწვევა ერთობლივი სასწავლო ან კვლევითი მიზნებისათვის და ამის განსახორციელებლად უნივერსიტეტის ფინანსებიდან თანხის გამოყოფა; -პროგრამების საერთაშორისო აკრედიტაცია; -პირველ ეტაპზე, არსებული რეზერვების გამოყენებით კურიკულუმებში სემესტრში, ან წელიწადში თითო კურსის მომზადება და დანერგვა, უცხო ენაზე, შესაბამისი აკადემიური პერსონალის მატერიალური წახალისებით; -პარტნიორ უნივერსიტეტებთან ერთობლივი საერთაშორისო სასწავლო და კვლევითი საქმიანობის წახალისება (დაფინანსება, თანადაფინანსება და ა. შ.); -წარმატებული სტუდენტებისათვის კურიკულუმის შესაბამისი ერთი რომელიმე კურსის მოსმენა უცხოეთში პროგრამის დაფინანსებით; და ამის შესახებ, ბუნებრივია, ველოდები თქვენს შემოთავაზებებს!

და ქართული ენის მომზადების პროგრამა. მიუხედავად იმისა, რომ ჩვენი მასშტაბის უნივერსიტეტისათვის არც თუ ისე ცოტაა, რეგიონის სპეციფიკიდან და ბაზრის მოთხოვნებიდან გამომდინარე, სისტემატურად უნდა ვფიქრობდეთ ახალი სპეციალობების გახსნაზე, თუმცაღა, ეს საკითხი შესაბამისი აკადემიური პერსონალის გარეშე ვერ განხორციელდება, რომელთა სიმცირესაც რიგ მიმართულებებში აშკარად განვიცდით. აუცილებლად უნდა იქნეს დაძლეული გათვალისწინება, რათა პროგრამული აკრედიტაციის ეს სტანდარტი დაკმაყოფილებული იყოს და რაზედაც აუცილებლად ვიმუშავებთ ჩემი რექტორად არჩევის შემთხვევაში. მეგობრებო, დამეთანხმებით, რომ უნივერსიტეტის სტუდენტთა და ლექტორთა შეუფერხებელ, წარმატებულ საქმიანობას შესაბამისი სასწავლო და კვლევითი გარემო განსაზღვრავს, რომელიც ერთდროულად რამდენიმე ასპექტს მოიცავს და ეს ასევე, ჩემი მუშაობის ერთ–ერთი პრიორიტეტი იქნება. ლექციების წარმართვას ელექტრონული კურსების ფორმატში. ამ პროცესების თანმდევია წინასწარ გაწერილი განრიგისა და ფაკულტეტების მიხედვით აუდიტორიებისა და ლაბორატორიების გარემონტება და სწავლების თანამედროვე წევრი. ჩემი რექტორად არჩევის შემთხვევაში კვლავაც გაგრძელდება ბიბლიოთეკის აღჭურვა თანამედროვე ბეჭდური და ელექტრონული ლიტერატურით, კომპიუტერული ტექნიკით, ინვენტარით, მეტი საერთაშორისო კავშირებისა და მხარდაჭერის თანხლებით. მინდა ვისარგებლო შემთხვევითა და უნივერსიტეტის პროფესურას მოვუწოდო, შექმნან მეტი სალექციო კურსები და რიდერები ე.წ. იშვიათი კურსების წაკითხვისას, რაც ასევე ძვირფასი შენაძენი იქნება ბიბლიოთეკისათვის და ამის დაფინანსებასთან დაკავშირებით აუცილებლად გვექნება კონსულტაციები ფინანსურ განყოფილებასთან. 3) საუნივერსიტეტო გამომცემლობა და სტამბა. შევეცდები, გამოინახოსყოველგვარი რესურსი და სიტყვა საქმედ იქცეს, სადაც შეიძლება მომზადდეს: განმარტებითი, დარგობრივი, ტერმინოლოგიური ლექსიკონები, ბიოგრაფიული გამოცემები, სადისერტაციო ნაშრომები და ავტორეფერატები, სამეცნიერო–კვლევითი და სტუდენტური პერიოდული გამოცემები, სალექციო კურსები, მონოგრაფიები, საუნივერსიტეტო და საფაკულტეტო ბუკლეტები, ლიფლეტები, პლაკატები და უნივერსიტეტის იმიჯის შესაქმნელი სხვა სახის მასალები. 4) ალბათ დამეთანხმებით, რომ ყველა ჩვენგანისათვის ჯერ–ჯერობით ოცნებად რჩება სტუდ–ქალაქი, რომლის გარეშეც უნივერსიტეტის სრულფასოვან ინფრასტრუქტურაზე ვერ ვისაუბრებთ. ვფიქრობ, უნდა შეიქმნას სამუშაო ჯგუფი, რომელთაც ექნებათ სერიოზული თანამშრომლობა სამთავრობო, თუ არასამთავრობო სტრუქტურებთან შესაბამისი დაფინანსების მოსაპოვებლად და ასე ვთქვათ, ყველა ჩვენგანისა და სტუდენტთა ოცნების ასასრულებლად. 5) უნივერსიტეტის მართვა: ყველა ამ პროცესის ეფექტურ მენეჯმენტს უნივერსიტეტში ძირითადი საგანმანათლებლო და ადმინისტრაციული ერთეულები ახორციელებენ და განახორციელებენ. ფაკულტეტები, დეპარტამენტები, ხარისხის უზრუნველყოფისა მონაწილეობა მართვის სისტემების სრულყოფაში.
ჩემი რექტორად არჩევის შემთხვევაში ამ სტრუქტურებს ექნებათ სრული მხარდაჭერა მაქსიმალური შემოქმედებითობისა და დეცენტრალიზაციის პირობების კვალდაკვალ!

პროექტის მიზანი:
ი.გოგებაშვილის სახელობის თელავის სახელმწიფო უნივერსიტეტი და ბიბერახის (ბიბერახი/რისი, გერმანია) გამოყენებით მეცნიერებათა უნივერსიტეტი ერთობლივი პროექტით ქმნიან ახალ სასწავლო კურსს თელავში – კახეთის რეგიონი: მშენებლობისა და უძრავი ქონების პროექტის მართვა. 4 წლიანი ( 8 სემსტრიანი ) სასწავლო კურსის დამთავრების შემდეგ სტუდენტებს მიენიჭებათ ბაკალავრის ხარისხი ბიზნესის ორგანიზაციასა და მართვაში. ამ კურსის ფარგლებში 2009 წლიდან წარმატებით ხორციელდება მაინორის ორი პროგრამა, მშენებლობის მენეჯმენტი და პროექტის მენეჯმენტი, ასევე ვთავაზობთ სტუდენტებს თავისუფალ კრედიტებსსხვადასხვა საგნებში. მიღწული წარმატებები გვაძლევს იმედს ამ კურსის ეფექტური განხორციელებასა და მის საჭიროებაში. ფოლკსვაგენის ფონდის (ჰანოვერი, გერმანია) მიერ დაფინანსებული სასწავლო პროგრამა იფუნქციონირებს თელავის სახელმწიფო უნივერსიტეტის სოციალურ მეცნიერებათა, ბიზნესისა და სამართლის ფაკულტეტზე. პროექტის მენეჯმენტი და მისი მიზნებიპროექტების მართვა მშენებლობისა და უძრავი ქონების განხრით უკავშირდება მულტიდისციპლინარულ საკითხებს: პროექტის განვითარებას, დაგეგმვას, განხორციელებასა და მარკეტინგს. პროექტის მენეჯმენტის ამოცანებს წაემოადგენს პროექტის ორგანიზაციული, კომუნიკაციური, მონიტორინგისა და დაბეგვრის საკითხების გადაჭრა. ამასთანავე თვითოეული მათგანი ერთიანდება საერთო ეკონომიკურ, ტექნიკურ, ეკოლოგიურ, სოციალურ და სამართლებრივ მიდგომაში. ეს ინტერდისციპლინარული, პრაქტიკაზე ორიენტირებული სასწავლო პროგრამა კურსდამთავრებულებს აძლევს შესაძლებლობას დასაქმდნენ როგორც კერძო, ასევე საჯარო სექტორში: ადგილობრივი და რეგიონული საამშენებლო და უძრავი ქონების განყოფილებებში, სამშენებლო ფირმებში, უძრავი ქონების ფირმებსა და საპროექტოებში, ბანკების სამშენებლო და უძრავი ქონების სექტორებში, გარემოსდაცვით ორგანიზაციებში, ასევე ინფრასტრუქტურის სფეროში. სტუდენტთა უნარებიპროექტის მართვა უფრო მეტია, ვიდრე პროფესია. ესაა მოწოდება, რომელიც პიროვნებაში ირეკლება. ამ განსაკუთრებული სპეციალობის მსურველები უნდა ხასიათდებოდნენ შემდეგი თვისებებით: ორგანიზაციული ნიჭი, კომუნიკაბელურობა და სტრესულ სიტუაციებში გადაწყვეტილების მიღების უნარი, უნდა გააჩნდეთ ასევე კომპლექსური სიტუაციების დროს საერთო თვალთახედვა. პრაგმატულობა, პროფესიული საქმიანობა, დიდი დატვირთვით მუშაობა, კრეატიულობა, გადაწყვეტილების მიღების და საქმიანი შეხვედრების წარმართვის უნარი. ამასთანავე უმნიშვნელოვანესია თვითრწმენა, კონფლიქტების მართვა და ჯგუფური მუშაობა. სასურველია ერთი უცხო ენის ცოდნა მაინც, რის საფუძველზეც შეთავაზებული იქნება გერმანული და/ან ინგლისური ენის დარგობრივი კურსები. სემინარი პროექტის მენეჯმენტშიბიბერახის უძრავი ქონებისა და ეკონომიკის უნივერსიტეტის პროფესორმა კლაუს პ. როისნერმა ჩაატარა სამდღიანი სემინარი პროექტის მენეჯმენტის პრაქტიულ მოდულში. მასში მონაწილეობდნენ თელავის სახელმწიფო უნივერსიტეტის მშენებლობის მენეჯმენტის პროგრამის პროფესორ- მასწავლებლები. BOMUP-ის სტუდენტების გასვლითი სემინარიBOM UP-ის მშენებლობის მენეჯმენტის სტუდენტებისათვის თბილისის ისტორიულ უბნებში გასვლითი სემინარი მოეწყო. სტუდენტებმა ბეთლემის უბანი და აბანოთუბანი დაათვალიერეს. გაეცნენ მათ ისტორიულ და არქიტექტორულ თავისებურებებს. განიხილეს და შეაფასეს რესტავრაციამდელი და შემდგომი მშენებლობის ტიპები, დაგეგმარება და კულტურული მრავალფეროვნება. (სრულად) საუნივერისტეტო არჩევითი საგნებიფოლკსვაგენის ფონდის მიერ დაფინანსებული BOM UP-ის პროექტი თელავის სახელმწიფო უნივერსიტეტის სტუდენტებს სთავაზობს თავისუფალ არჩევით საგნებს. საგნები გადის როგორც საუნივერსიტეტო , ასევე საფაკულტეტო საგნების რანგში. თითოეულს მინიჭებული აქვს 5 კრედიტი. სტუდენტი თავისუფალია არჩევანში. ყველა საგნის სილაბუსის სრული ვერსია შეგიძლიათ ნახოთ სოციალურ მეცნიერებათა, ბიზნესისა და სამართლის სკოლაში. დამატებითი ინფორმაციისათვის იხილეთ თანდართული ფაილი სასწავლო მიმდინარეობაპროექტის მენეჯმენტი ეკუთვნის სოციალურ მეცნიერებათა, ბიზნესისა და სამართლის ფაკულტეტს და ორიენტირებულია 4 დისციპლინაზე:
ბიბერახის გამოყენებითი მეცნიერების უნივერსიტეტმა და იაკობ გოგებაშვილის სახელობის თელავის სახელმწიფო უნივერსიტეტმა ერთობლივად შეიმუშავა პროექტი სახელწოდებით ,,პროექტის მენეჯმენტი (მშენებლობა და უძრავი ქონება). რომელიც მიზნად ისახავს თესაუში მშენებლობასა და უძრავ ქონებაზე ფოკუსირებული საბაკალავრო პროგრამის შექმნას. პროექტი დაფინანსებულია ფოლკსვაგენის (ჰანოვერი, გერმანია) ფონდის მიერ. პროექტი დაიწყო 2009 წლის 9 მაისიდან. მისი ხანგრძლივობაა 5,2 წელი. ფოლკსვაგენის ფონდი1962 წლიდან ფოლკსვაგენის ფონდი აფინანსებს კვლევით პროექტებს მეცნიერების ყველა სფეროში. ეს მისია ხელს უწყობს სამეცნიერო სფეროების მომავალ განვითარებას. ფოლკსვაგენის ფონდს, თავისი სახელის მიუხედავად, არანაირი კავშირი არ აქვს ამავე სახელწოდების ფირმასთან. ეს არის დამოუკიდებელი ფონდი საკუთარი დროის წესრიგით, რომლის სათაო ოფისი განთავსებულია გერმანიის ქალაქ ჰანოვერში . ყოველწლიური მოგებიდან (100 მილიიონი) აფინანსებს სხვადასხვა სამეცნიერო კვლევას და სწორედ ამიტომაა მეცნიერების ყველაზე დიდი დამფინანსებელი არა მარტო გერმანიაში, არამედ, მსოფლიოშიც. ამ დროისათვის მისი კაპიტალი შეადგენს 2,3 მილიარდ ევროს. ფონდს აქვს ავტონომია და დამოუკიდებელია თავის გადაწყვეტილებებში. საბჭოთა კავშირის დაშლის შემდეგ ახალი გეოპოლიტიკური რუკა მხოლოდ შუა ევროპისთვის დაიხაზა. საბჭოთა კავშირიდან გავიდა და დამოუკიდებელი გახდა შუა აზიასა და კავკასიაში მცხოვრები 70 მილიონამდე სხვადასხვა ეთნიკურ და ენობრივ ჯგუფს მიკუთვნებული ადამიანი. სწორედ ამ მიზეზების გამო ფოლკსვაგენის ფონდმა მიზნად დაისახა ამ რეგიონების დახმარება ერთობლივ სამეცნიერო კვლევებში. ბიბერახის უმაღლესი სკოლის უძრავი ქონების ეკონომიკისა და პროექტების მართვის ინსტიტუტი (უემპი) პროექტების მართვის ინსტიტუტი , როგორც პროექტების მართვის (მშენებლობა), წარმოების ეკონომიკისა და ორგანიზაციის (მშენებლობა და უძრავი ქონება) სპეციალობების სფეროში სამეცნიერო კვლევითი სასწავლო დაწესებულება, განთავსებულია ბიბერახის უნივერსიტეტში (უმაღლეს სკოლაში). უემპი მიზნად ისახავს, შეიმუშაოს და ინოვაციური მიდგომით წაახალისოს პრაქტიკულად განხორციელებადი კონცეფციები უძრავი ქონების სტაბილური ეკონომიკისა და პროექტების მართვის დარგში. კვლევა და პროექტები მუშავდება ეკონომიკისა და ტექნიკის უახლესი სტანდარტებით. არქიტექტურის აკადემიასთან თანამშრომლობით მიიღწევა მაღალი დონის სინერგიული ეფექტი სწავლებისა და სამეცნიერო-კვლევით მუშაობაში. ინსტიტუტი ხელმძღვანელობს სადიპლომო, საბაკალავრო და სამაგისტრო ნაშრომებს ,,წარმოების ეკონომიკა და ორგანიზაცია”, ,, სამშენებლო პროექტების მართვა” და ,,უძრავი ქონების საერთაშორისო მენეჯმენტი”. განსაკუთრებულ მნიშვნელობას უემპი ანიჭებს შეძენილი ცოდნის პრაქტიკულ განხორციელებას, მის გავრცელებასა და დანერგვას. ბიბერახის უმაღლესი სკოლა

Natia Gabashvili Annotation With the development of transportation means and communication media, people have moved worldwide and communicated globally. The interaction and coexistence of people from many different backgrounds and ethnicities have turned our societies into multicultural ones. Our daily life, has increasingly become multinational and multicultural, producing multicultural individuals who belong to various discourse communities and affiliating and identifying with many different cultures and ways of communication. It would be interesting to rethink what cross-cultural communication is at such a time in relation to the function of the English language as a means of cross-cultural communication. Nowadays, English fulfils the role that Latin had in the Middle Ages – it is a world language or lingua franca, and as such, it is the main medium in intercultural communication. However, the status of English is changing as the world is changing and becoming multicultural around us. Cross – communication is a form of global communication. It is used to describe the wide range of communication problems that naturally appear within an organization made up of individuals from different religious, social, ethnic, and educational backgrounds. In this sense it seeks to understand how people from different countries and cultures act, communicate and perceive the world around them. Many people in intercultural business communication argue that culture determines how individuals encode messages, what mediums they choose for transmitting them, and the way messages are interpreted. Aside from language, intercultural communication focuses on social attributes, thought patterns, and the cultures of different groups of people. It also involves understanding the different cultures, languages and customs of people from other countries. Intercultural communication is also referred to as the base for international businesses. Accordingly, this course will help students thoroughly acquire the language of specific purposes, i.e. business, media, economics, diplomacy, etc. They will study the origin of an English language and its dialects used worldwide, cultural and social life of people for whom this language is native. At the end of the course students will know fluent English and will have fundamental knowledge in its various specific fields. Mariam Tsiskarishvili This course consider the knowledge about endangered languages in Georgia. The goal of this course is to introduce the students Batsbi language, as a endangered language, to discuss the way of interferential processes on the level of phonology, morphology and syntax. The course we will discuss by two way the grammar of language and the field work in the village where live the Batbi people. Tsova-Tush(Batsbi) belongs to the Nakh subgroup of the northeast Caucasian language family. People are bilingual, live in Georgia and use Georgian as a literary language. Thea Baturishvili The course ‘English for Specific Purposes in Pedology/Soil Sciences’ is designed for bachelor students. It will help students to develop and improve their English for recognition and understanding of soil genesis and constitute a basis for soil changes. It will also provide students essential aspects of vocabulary such as environmental history, soil life, distinctive bioclimatic regimes, interface, soil classification, major external factors of formation, soil patterns and so on. This course will prepare students to improve their qualification in writing and presentation skills. Tengiz Simashvilishi Annotation The course is about young Stalin life in Georgia in the 1899-1909 and his participation in the 1905-1907 Russian Revolution in Georgia. Born Joseph Vissarionovich Dzhugashvili (Stalin) in Gori 1879(1878?), Georgia, (in this time – the Russian Empire) and he lived here till 1909-1910. The course is created from literature about young Stalin and a large quantity of documents from the archives of Georgia. The documents show young Stalin’s participation in the meetings of Bolshevik terrorist groups of the Social – Democratic Party, in close relations with the members of terrorist groups.

The Caucasus is often referred to as “the mountain of tongues”, and it richly deserves this name. Three language families are exclusive to the Caucasus: Northwest Caucasia (NWC), Northeast Caucasian or Nakh-Dagestanian (ND), and Kartvelian. In addition, there are Turkic and Indo-European languages spoken in the Caucasus. The Course “Culture and Religion in Georgia “ would be based on book “ The Georgians” (volume fifty one in series Ancient People ad Places) by David Marshall Lang, distinguished scholar , professor in field of Caucasian Studies. The works of modern scientists connected with the main problematic of course would be also used as the supplementary reading. The course aims to introduce Georgian culture to foreigners, BA level students of different backgrounds without any precondition. During the course we would discuss the main steps of cultural and religious development of Georgia from the earliest period to late middle centuries. Starting from examples of Trialeti culture ending by Shota Rustaveli’s poem “ The knight in the Panther’s Skin” the course would emphasize on the most important examples of Georgian culture which are on the other hand always connected with the development of religious thoughts. The brief overview of cultural topics such as : Georgian architect, pottery and textile would be combined with introduction to most important religious and mythological ideas which dominated in history of Georgian Nation. The examples of which are official cults of pagan Georgia for example Armaz and Zaden and their connections with Zoroastrism, lunar deity “ Tetri Giorgi”, legends of golden fleece and Amiran (Georgian version of Prometheus) as well as convention of Georgia to Christianity. In the process of discovering Georgian culture students would also learn about other neighboring cultures such as Armenians, Albanians of Caucasus and Nations of Transcaucasia and Middle East. Georgian Language is University compulsory course for foreign students in the minor programme of Kartvelology (Georgian Study). It contains 10 ECTS. This course has no prerequisite. The course intends for foreign students to enable them to orient and interact in Georgian society. Course aims helping the foreign students become proficient listen, speak, read and write skills in Georgian Language (on elementary level). Course content foresee everyday necessity of students for communication in Georgian society. Various methods will be applied for the subject study including explanations on theorethical and grammer questions, using interactive strategies of teaching in dialogs and when making practical exercises, independent work in the form of making home assignments. Oral and visual material as well as group work will be used for the subject study. Merging of methods will take place while considering specific questions. Honorary Doctors Award Ceremony at TSU The solemn honorary doctors’ award ceremony took place at Ivane Javakhishvili Tbilisi State University on January 17. By the resolution of the Academic Council of Ivane Javakhishvili Tbilisi State University (TSU), London, Athens, Berlin and Frankfurt Professors were awarded with the rank of Honorary Doctors for their great contribution in promoting TSU educational and scientific activities and popularizing Georgian culture. Minister of Education and Science of Georgia Aleksandre Jejelava, Minister of Culture and Monument Protection of Georgia Mikheil Giorgadze, TSU Rector Giorgi Sharvashidze and other guests of honor greeted the event attendees. Among honorary doctors were the British scientist, immunologist, Professor Peter Lydyard (London and Westminster Universities, Great Britain), who has been in close cooperation with Iakob Gogebashvili Telavi State University for 20 years. He has done a great bit in the development of Immunology and Hematology fields and equipment of TeSaU laboratories. Moreover, under the supervision of Professor Peter Lydyard and Professor Nino Porakishvili, the TEMPUS project is being implemented successfully. One of the partner universities of the project is TeSaU (Faculty of Exact and Natural Sciences, coordinator – Professor Magda Davitashvili). Iakob Gogebashvili Telavi State University Rector, Associate Professor Irma Shioshvili, TeSaU Academic Board secretary, Professor Roin Chikadze and Dean of the Faculty of Exact and Natural Sciences, Professor Magda Davitashvili were invited at the solemn ceremony as well. During the vintage period, students got good compensation for their work.
Field Practice Students from the faculty of Agrarian Sciences with the specialization – Forestry have been to the field practice in Shuamta Forest. Public Lecture “Wine Portraits” Master student of the faculty of Agrarian Sciences is the member of the Wine Club existing with the Wine Agency. He successfully conducted a public lecture at the Wine Agency. The topic of the lecture was “Wine Portraits”.
Practice at Winery III, IV year Bachelor and Master students from the faculty of Agrarian Sciences have been to the Brandy Company “Sarajishvili” and the Champagne Company “Bagrationi”. The visit aimed at getting information including practice as well. Excursions Iakob Gogebashvili Telavi state University I, II and III year students of the Faculty of Agrarian Sciences have been to several food enterprise centers under the study tour. They have visited the following places: Ice-cream factory in Gurjaani, CoCa-cola, Ecofood, Mitana and Zedazeni. Leading Specialists and Technologists of the enterprises presented their history, modern achievements and products technologies. At the end of the tour, students visited National Center for Vines and Fruit Trees Planting Materials (“Agro”). Nodar Chkhartishvili, Associate Professor at the Faculty of Agrarian Sciences and scientist of the center talked about renewed vine and fruit tree species, immune virus lab of the center and saving seedlings. Levan Shavadze Iakob Gogebashvili Telavi State University celebrated the International Day of Francophonie. For that day French Language specialty students and pedagogues introduced several regions of France, their tradition and culture to the attending society. Together with students, the Francophonie Day was also celebrated by the guests at Tesau Marie Brosset Cabinet.
On the initiative of Iakob Gogebashvili Telavi State University Faculty of Humanities, Department of Georgian Language and Literature presentation of the educational program “Georgian, as the Second Language for Ethnic Minority School-Leavers” was made at Karajala Public School on February 27. Professors from the Department of Georgian Philology: Roin Tchikadze and Nana Rcheulishvili spoke about the program. The supervisor of the educational program Mariam Tsiskarishvili introduced the program extensively to the Karajala school pupils and mentioned the program participants’ successes.

Except books, clothes, toys and sweets, they were given felt works and even the material for making them. Head of Felt Professional Program Nugzar Dzamukashvili proposed the family to teach their children felt-making without any charge in case of revealing interest towards the program. Mother Language Day is celebrated in Georgia on April 14. Georgian population, together with the representatives of intelligentsia carried out mass demonstrations and opposed the Soviet Union decision about annulling Georgian, as the state language in Georgia on April 14, 1978. The protest of Georgian citizens had the result – the communist regime retreated and April 14 was announced as the Mother Language Day. Different measurements are planned to take place at Telavi State University in connection with the mentioned date. The vice-president of Iakob Gogebashvili Telavi State University Students Self-Government Natia Margalitashvili met with the students. According to her, the meeting aimed to exchange information about gender equality problems among the students.
On December 23, presentation of IV Volume of Georgian Writers’ Epistle Heritage” was held at Georgian Writers’ House. The Book was published by support of Shota Rustaveli National Science Foundation. Professor Ketavan Gigashvili, the Science Head of the Project presented the new volume to the audience. The publication was included by 77 letters of the poet. The presentation was attended by leading figures of Philological and Historical Sciences: Marika Lortkipanidze , the Academician, Avtandil Arabuli, Academy member-correspondent and Doctor at the Linguistic Institute; Professors: Giorgi Gogolashvili, Otar Jordania, Gela Kipiani, Maia Ninidze, Ioseb Chumburidze, Iza Chantladze, Manana Asatiani, Juli Gabodze, Maia Arveladze, Lia Kiknadze, Eter Kavtaradze and other. Telavi State University professor Manana Mapireli published the German Dictionary of Phraseological Onomastics. Iakob Gogebashvili Telavi State University associate professor Manana Napireli published a new book “German and Georgian Gender Proverbs in Intercultural View.”
Fictional-documentary film “Who has killed Ilia…” was displayed at Telavi State University. It is made according to the MIA Archive concerning Ilia Chavchavadze’s assassination, his last way to Saguramo. On December 20, within the Fulbright Program, Professor Lori MacDonald visited Telavi State University. She conducted a public lecture for professors, teachers and public school teachers. The lecture concerned the Foreign Language Teaching Methodology. She accented the modern teaching methods and shared her experience to the audience. Manana Gharibashvili, Head of the Department of Foreign Languages: “The meeting was very interesting. The professor spoke about the modern teaching methods and strategies and their active usage while lessons”. There will be held such meetings at Telavi State University. Iakob Gogebashvili Telavi State University fourth course students with the specialty of French Language and Literature: Tinatin Asabashvili, Mari Terterashvili and Phikria Rakviashvili made a presentation – “Biography and the Nobel Prize of Patrick Modiano”. Thesis defense on the Faculty of Humanity Sciences was held at Telavi State University. PhD student Shorena Lazviashvili maintained a thesis named “Formal and Functional Relations of Grammatical Tense and Mood in the Georgian and English Languages” Presentation of the monograph “The Power of Georgian Writing” written by Iakob Gogebashvili Telavi State University professor, doctor of philological sciences Roin Tchikadze was held in Georgian Literature session hall, the Academy of Sciences of Georgia on November 18, 2014 with the initiative of the Journal “Our Writing”. Iakob Gogebashvili Telavi State University Faculty of Humanities visited Lapankuri Public School. The University professors introduced the academic and exchange programs to the pupils and the future events, as well. Visitors gave exhaustive explanation to the questions. Associate Professor of the Department of Georgian Philology Ramaz Meparishvili gave a public lecture about “Vazha Pshavela and Mythos”. At the end of the meeting Telavi State University Rector Avtandil Ghelaghutashvili and Lapankuri Public School Director Lali Iarajuli signed the Memorandum of Cooperation that aims participation in joint projects and arrangements.

The project aims studying the National-Liberation Movement of Georgian people in 1921-1950s. Based on the unknown new archive materials, National-Liberation Movement of Georgian people from 1921 to 1950we will be studied and analyzed. The research outcomes will be valuable for historical science. The aim of the project means publishing the book, which will be useful and helpful for the students and the people interested in this issue. (Principal Investigator – Doctor of Philological Sciences, Professor Ketevan Gigashvili) The aim of the project is to publish IV and V volumes concluded in volume series of the academic edition of Georgian writers’ epistolary legacy. The whole edition will contain Georgian writers’ epistolary works of XIX-XX centuries. The Georgian society will receive the academic edition of epistolary legacy of Georgian writers, which will be enclosed by the complete scientific – informational apparatus: comments, contents, passports, notes as well as dictionary and linguistic investigation. The mentioned edition will give an opportunity to the scientist to find the necessary information without going to the archive of the writer. 2.The Chance of the Minority Languages in the Conditions of the Globalization and the Vital Mining of their Documentation (according to the Tsovatush Language)

The aim of the presented project is academic (authentic, complete and equipped with the proper scientific apparatus) edition of the vaudevilles created by the Georgian writers or altered ones. Vaudeville is free from the classical frame of the play or the rhyme and shows more poetic freedom. We often meet in it the materials or the opinions which could not be (or could be less) included in serious genre. Accordingly, it gives us lots of interesting information about social, political, economical or cultural situation of Georgia of XIX-XX centuries. By using them we will get information about the taste, life style, style of clothes, the language or other interesting details of our ancestors. Studying the vaudevilles will make obvious lots of important facts about historical figure and event. They will reflect the epoch perceived by the writer and real portraits of the peculiar persons of that epoch.
